73 days left for HoR election : Inclusive group for PR system determined as per census report

Kathmandu. The political parties applying for the proportional representation electoral system in the Election Commission (EC) are required to submit at least 11 to maximum 110 number of candidates in the closed list of candidates to contest the House of Representatives (HoR) election on March 5.
As per the House of Representatives Member Election (First Amendment) Guidelines 2082, the political parties should submit the closed list of candidates as per the new provision. The percentage of inclusive groups in the proportional representation system has been determined as per the latest census report.
Amendment to Schedule 1 of the House of Representatives Member Election Act, 2074 BS was made to align with the percentage of the population of Dalits, Adibasi Janajati, Khas Aryas, Madhesis, Tharu, and Muslims as per the National Population and Housing Census 2021 results.
As per the latest amendment, candidates from the Dalit community should be 13.44 percent, 28.72 percent from Adibasi Janajati, 30.28 percent from Khas Aryas, 16.15 percent from Madhesis, 6.52 percent from Tharu and 4.89 percent from the Muslim community in the political parties’ closed list for the PR electoral system. Likewise, each cluster should include at least 50 percent of women’s participation.
Political parties that have applied for the PR system have been given two days, December 28 and 29 to submit their closed list of candidates for the PR electoral system. —
